BIOGRAPHY
Congresswoman Carolyn B. Maloney, a Democrat, represents the 14th district
in New York City. Her district contains many of the city's most historic
and well-known neighborhoods, including most of the East Side and portions
of the West Side of Manhattan, as well as Astoria, Queens and Greenpoint,
Brooklyn. After serving for ten years on the New York City Council, Maloney
defeated a 14-year incumbent in her first race for Congress in 1992. She
was reelected in 1994 with 64% of the vote, the largest margin of any endangered
Member of the House. She serves as one of ten co-chairs of the Democratic
Congressional Campaign Committee (DCCC).
After graduating from Greensboro College, Maloney worked for several years
as a teacher and an administrator for the New York City Board of Education.
In 1977, she went to work for the New York State legislature and held senior
staff positions in both the State Assembly and the State Senate. In 1982,
Maloney ran for public office for the first time and defeated an incumbent
to win a seat on the New York City Council, representing an 80% minority
district comprised primarily of East Harlem.
In her ten years on the Council, Maloney fought to eliminate waste and fraud
in government. In 1986, she founded the Council's subcommittee on city contracts
and used this position to write a series of new laws setting up a computerized
system to monitor the $7 billion which the city awards each year in contracts.
She was also the principal author of the landmark New York City Campaign
Finance Act. Maloney also became a champion of women's, family, and children's
issues. The first Council member to give birth while in office, Maloney
was also the first to offer a comprehensive package of legislation to make
day care more available and affordable.
In Congress, Maloney has continued to push many of the legislative initiatives
which she passed while on Council. She has become a leading advocate of
campaign finance and government reform. She is one of the leading advocates
for women and family issues, with special emphasis on foster care reform,
funding for women's health needs, and reproductive freedom. In September
of 1995, Maloney joined over 30,000 women from 189 countries and the Fourth
U.N. World Conference on Women in Beijing, China as an official U.S. Delegate.
Maloney serves on the House Banking and Financial Services Committee, the
Government Reform and Oversight Committee, and has recently received an
appointment to the Joint Economic Committee. As a member of the Banking
Committee she passed amendments to promote fairer procedures by the Resolution
Trust Corporation in cleaning up the S&L liabilities and was instrumental
in the passage of sweeping interstate banking legislation. As Ranking Member
of the Subcommittee on Government Management, Information and Technology,
Maloney has been on the forefront of efforts to root out and change wasteful
government practices. Maloney has: authored a historic Debt Collection Bill
which was recently passed into law; led the battle to collect billions of
dollars owed the government by oil and gas companies, succeeded in knocking
the obsolete Civilian Marksmanship Program off the government dole; and
helped pass much needed government procurement reform. Her government reform
efforts have been featured on NBC Nightly News, CBS Sunday Morning, ABC's
"Day One," CNN, the New York Times, the Washington Post, the Wall
Street Journal, and other local, national, and international major media
outlets.
A staunch supporter of key U.S. allies, Maloney passed legislation cracking
down on the Arab Boycott of Israel and has championed the causes of justice
in Ireland. She is the co-founder and co-chair of the Congressional Caucus
on Hellenic Issues and has advocated for peace on Cyprus and enhanced U.S.-Greek
relations. Her bill to open up secret files on Nazi war criminals was featured
in a series of columns in the New York Times by A.M. Rosenthal.
Carolyn Maloney is married to Clifton Maloney. They have two daughters:
Christina (16) and Virginia (9).
