Catherine Nolan, Democrat, represents the 37th Assembly District in Queens
County, which includes the historic New York City neighborhoods of Sunnyside,
Ridgewood, Astoria, Woodside, Long Island City, Maspeth, Queensbridge, Ravenswood,
Dutch Kills and Blissville. She was first elected to the Assembly in 1984.
A resident of the district for most of her life, she is a graduate of St.
Aloysius R.C. School and Grover Cleveland High School. Ms. Nolan graduated
from New York University cum laude with a B.A. degree in Political Science.
In the Legislature, Ms. Nolan was appointed to Chair the Committee on Labor
in January, 1994. As Chairwoman of this important Committee, she continued
the Committee's ongoing review of workers' compensation, prevailing wage
enforcement, worker safety, protection and privacy laws. Ms. Nolan also
continued to focus on occupational safety and health and worker education
and retraining programs. She held hearings on such important issues as raising
the minimum wage and age discrimination in the workplace. In addition, she
serves on the Committees on Veterans; Corporations, Authorities and Commissions;
and Rules. Ms. Nolan is also the Assembly's representative to the MTA Capital
Program Review Board, where she successfully signed the third MTA Capital
Plan, driving millions of dollars to mass transit.
Assemblywoman Nolan previously chaired the Real Property Taxation Committee,
where she was successful in passing important legislation to save taxpayer
dollars by consolidating assessing units and a bill allowing the United
Nations Development Corporation to expand its New York City-based operation
for UNICEF. Prior to that, she chaired the NYS Assembly Commission on State-Federal
Relations, where she focused on fighting for more federal aid for public
transportation. From 1987 until 1994, Ms. Nolan chaired the Subcommittee
on Mass Transit; she was successful in passing laws increasing the public's
participation in MTA decisions, extending the arbitration provisions for
MTA's labor unions and requiring fire safety training for Triborough Bridge
and Tunnel employees. She was honored by the Coalition of MTA Employee Unions
and cited by the NYS Environmental Planning Lobby as a rising star for her
efforts on behalf of public transit.
Ms. Nolan is also the past chairperson of the Subcommittee on Women Veterans;
she has worked for better medical care for women vets. She has also served
on the Aging; Insurance;
Consumer Protection; and Commerce, Industry and Economic Development Committees.
She obtained funds to establish a Queens Displaced Homemaker's Program.
Ms. Nolan is a past chair of the New York State Legislative Women's Caucus.
A Democratic District Leader since 1978, Ms. Nolan is a member of the Ridgewood
Democratic Club, where she serves on the Board of Directors. She was a delegate
to the 1988 Democratic National Convention.
Ms. Nolan is a member of the Sunnyside Chamber of Commerce and the Ridgewood
Property Owners and Civic Association Board of Directors. She received the
Martin Luther King, Jr. award from the Long Island City/Astoria Chapter
of the NAACP and has been honored by Sunnyside Community Services, Ridgewood
Senior Center, Ravenswood Senior Center, the Greater Ridgewood Youth Council,
Jacob Riis Settlement, NYS Jewish War Veterans, the Queens County VFW, the
Residential Treatment Program at Creedmoor, the Steuben Society, Grover
Cleveland High School, the Cuite Residence in Woodside, and the Peter Della
Monica Senior Center in Astoria. She received the David B. Kriser Medal
from the NYU School of Dentistry for her support of NYC's largest dental
clinic and the President's Medal from LaGuardia Community College for her
support of education.
She lives with her husband, Gerard Marsicano, on Grove Street in Ridgewood.
