Assemblyman Joseph Crowley, Democrat, was born in Queens County on March
16, 1962.
Mr. Crowley was first elected to the New York State Assembly in 1986 and
reelected in November 1996, where he is a member of the Standing Committees
on Banking, Consumer Affairs and Protection, Election Law, Labor and Housing.
He is Chairman of the Sub-Committee on Child Products Safety.
In January 1993, Assemblyman Joseph Crowley was appointed to Chair the Standing
Committee on Racing and Wagering which oversees the horse racing industry,
OTB, Lottery, Bingo and games of chance.
During Mr. Crowley's tenure as chairperson, significant changes in the racing
and wagering industry have occurred. As the author of the 1994 Omnibus Racing
Bill, Mr. Crowley is credited with innovative approaches to the problems
facing harness tracks and Aqueduct raceway. His legislation on winter racing,
simulcasting and purse supplementation has reinvigorated a declining industry
that in 1994-95 saw many race tracks on the brink of closing. The Omnibus
Racing Bill of 1994 has resulted in several tracks operating in the black
for the first time in memory. Mr. Crowley's sponsorship of significant legislation
has preserved winter racing, restructured the breeding industry and helped
New York City OTB turn a profit for the first time in three years.
Assemblyman Crowley was educated at St. Mary Winfield grammar school, Woodside
and Power Memorial Academy, Manhattan. In 1985, he graduated from Queens
College (C.U.N.Y.) with a B.A. degree in Political Science/Communications.
While attending Queens College, Mr. Crowley also worked with his late uncle,
the former New York City Councilman Walter H. Crowley and interned in the
Office of the Governor.
In 1988, Assemblyman Joseph Crowley was appointed Chairman of the Subcommittee
on Child Products Safety. In this capacity, Assemblyman Crowley has initiated
legislation designed to protect the well being of our children. The Subcommittee
also disseminates information to the public concerning the safety of new
products marketed for use by and for children.
In February of 1990, Assemblyman Joseph Crowley joined former President
Jimmy Carter and United States Senators Christopher Dodd and Patrick Leahy,
as an observer of the free elections in Nicaragua. Assemblyman Crowley was
invited to join a delegation from the American Institute for Free Labor
Development (AIFLD) by Mr. Edward Cleary, President of the New York State
AFL-CIO.
Mr. Crowley is a Democratic District Leader of the 30th Assembly District
(Part A) and the Executive Member of the Walter H. Crowley Regular Democratic
Club. He is also a member of the Knights of Columbus, Hudson Council; Cavan
and Armagh Associations.
Assemblyman Crowley was re-elected in November, 1996 to a sixth term in
the New York State Assembly.
